old and new concepts of citizenship - the end of a concept of citizenship
which was born in a old concept of regime,
of
the region where people were born, of place,
which was not chosen by themself - the internet as model
of global citizenship
Jussi Vahamaki(Tampere)-[V]
Yann Moulier Boutang(Paris)-[B]
Anto Monti (Helsinki) -[M]
[only parts of the panel and the discussion]
M: empire makes movement possible,
but on the other side empire controls
movement, migration.
V: concept of citizenship
does citizenship has any other meaning apart from being
born somewhere, in a state ... ?
doubts about concept of citizenship...
the idea of autonomous politics, the idea of
groups ... but a citizen is only a human being ...
to open up the idea of citizenship ...
to belong to a group means to be part of the same
political language and discussions.
Hardt/Negri: "Empire": the first demand of the multitude
is global citizenship. residential papers - everybody needs full rights of
citizenship
positive concept: it would probably destroy the
political institutions of nation and states as we know it
today.
B: question of global citizenship raised in western europe by
the question of undocumented people who were outside of
civil rights.
since the 11th sept we face a situation of
undefinite war ... we have a global discussion, also
in the united states, if globalisation was not to much.
the discussion is:
respect more seriously the coming
of so many people from the south.
(europe has known terrorism a long time
before the states.)
we are at a turning point: will people be granted
less freedom of movement or will we use the
situation to set new principles of free movement.
belonging to a community ...
we are at the end of a concept of citizenship
which was born in a old concept of regime, of
the region where people were born, of place,
which was not chosen by themself.
what could define rights and citizenship within
new capitalism?
to immigrant somewhere is not a sufficient sign
of the the subjevtive or objectiv wish of belonging
to somewhere ...
we have a sharp decline between objective and subjective
theories of citizenship ...
the internet, the new technologies are enforcing a
new concept of citizenship linked to subjective belongings
old concept of citizenship:
borders = enclosure / menkind was divided into seperated
territories. the concept of border is rather
a concept of frontier, internal frontier
idea: people are not linked that they are not
property, they are linked by project
the situation now: we have a crisis of globalisation.
the problem is fullfill the concept of
- maybe not global - but new territorial citizenship ...
how is internet regulated apart from
national states, how it deals with censorship,
power of this multitude ... ?
what are the common rules of this and how should,
or should not, be linked to with states, empire, ngo's ... ?
---- discussion:
Qestion: the idea of the "Transnational Republic",
idea old of citizenship was closly linked to nations ...
destinction between residency and citizenship
before citizenship was linked to national,
to local problems.
now the problems are global, you should have the
chance to move from one system to
another...
Question: missing the issue of caring
what does it mean to care about a place, space, life
what about intensity?
B: you belong to many things ...
inclusive, not excusive system ...
the only border we can accept is the border
of destruction of the planet
the fact that people cross the borders of the fortress
europe illegally every day shows that these people
care about themself, they care about
community, and this community has nothing to do
with the objective idea of citizenship.
the importance of the internet:
example:
http://freenet.sourceforge.net
freenetproject (ian clark)
making it impossible to control information and
communication.
M: the internet as a place of struggle, a place of
confrontation, citizenship as result of a fight,
